At a workshop in the UK this week with some of the world's leading scholars on water security. Big news - there is no definition of water security nor a way to measure water security, even if we could define it.
To be more specific: depending on scale and sector, water security is defined as different things. And another news flash - there are no acceptable metrics to measure the undefinable concept because it is not very clear what water security is, no less some of the metrics thought up to define it - what is resilience? Yikes, here we go around and around with academic uncertainties...
This is both good and bad news: bad as I was hoping for more clarification on the topic. Good in that the field is wide open for new literature aimed at tackling the problem of clarification.
