Obama solutions to drought in California

President Obama makes a public statement about how to deal with the ongoing water conflict issues, namely the drought, in California through policy actions. Lets keep the ideas flowing - California's water issues are for sure important for food in America as the state's GDP is 8th largest in the world, and supplies almost all the fruits and veggies in my grocery stores...
